Brussels avoids responding to Trump on Spain but will respond to any trade action against an EU country, Spain’s Deputy Prime Minister fires warning shot

Trade policy falls within the exclusive competence of the European Commission, which acts on behalf of all Member States, so it will respond appropriately, as we always do, to any measures taken against one or more of our Member States.

According to Trade Spokesperson Olof Gill, Brussels has the power to retaliate against any trade action taken by a third country against an EU member state.
